Hi Frank, Unfortunately, to start the device browser you'll have to lunch it from the web page. That will guaranty you getting the latest version. It should load faster if the version is still the same. It will skip the download part since it is cached on your computer. I think, I need a confirmation from Matt or George about this one, that if the 1pps is missing the Alc_pps will be 0. Also if the 1pps is missing from the get go, the Dot_Actual_Time, after a dbe_dot_set command was executed, will show a value close to zero and the Dot_OS_Diff will be huge. Hope this helps.
