    • SHAO Disposition Letters. MarkClaussen will send these out today. It was decided that we will assign priority A for a subset of proposals up the the 100 hours, based on the assessment from SHAO, and then assign priority C for those proposals that remain.

    • CfP VLBA Issue. The VLBA availability plot in the CfP plots "Number of Available Sessions" vs "GST (Hours)". This was confusing to the TAC chair since "Sessions" has different meanings, even thought we use this for the pressure plots for the VLBA and VLA. MarkClaussen updated this to "Number of Available Hours for Each GST Hour".
    • PST Status. A few minor helpdesk tickets since the CfP and only two submitted proposals. No major issues so far.
    • PST Review Items. There are two priority items. The first one, to update the SRP export file, is almost complete. The second, a bug in the Reviews Summary page, cannot be reproduced. We plan to run the database query to check for this bug and hopefully isolate the problem.
    • SRP Recruiting. Still one ETP SRP vacancy. MarkClaussen has an invitation pending.
    • SRP Telecons. JessicaUtley reported that 4 SRPs have completed the doodle poll. The ETP SRP has only two members who have taken the poll. JessicaUtley will email the chair to make sure he is receiving her emails.
    • TAC Report. The VLA and VLBA narratives include a table generated by the PHT. The TAC requested that we add several columns to this table. BarryClark generated a more comprehensive report for review but the TAC chair wanted a more compact table so that the TAC could view them together. We decided to attempt to add this directly in the PHT and DanaBalser will add this to JIRA.
    • Sponsored Proposals. There was much discussion about how Sponsored proposals flow through our review system. Only the WVU contract specifies that these proposals should be treated like any other NRAO proposal, except they should not go though the review process or be revealed on any pressure plots, etc. Neither the SHAO nor the RadioAstron contracts include language about data policy. So we agreed that we should treat all Sponsored proposals in the same way. There are some software issues, however, as to how Sponsored proposals are processed. They should be included in the PHT database but not revealed in any of the TAC tables or plots. It would be useful, however, to add a switch to include the Sponsored proposals. We should be able to generate disposition letters and allocations, and when ready, set the public bit to make then visible (e.g., PFT).
    • Public Bit. Related to the discussion on Sponsored proposals, was how the public bit is used. This is a flag in the PST database that says the given proposals should be public. There are two stakeholders. (1) Proposal Finder Tool (PFT); and (2) EPO when displaying where the telescope is pointed and the project being observed (e.g., show P.I., title) and a Twitter feed with info about what the GBT (and in the future the VLA/VLBA) is observing. In the past we made a global update of the public bit based on proposals that had been observed.(i.e., proposals that had data in the archive). But we still have gaps. The PHT has not handled Sponsored proposals properly and therefore some have not been updated properly in the PST. DDT proposals are updated with a script for the VLA and VLBA, but not for the GBT. Main.Stephan suggested that we set the public bit for all proposals that have allocated time. He should inform GarethHunt when this is done since it may impact his metrics software. There are three actions:
      1. Make sure there is a JIRA ticket to fix how the PHT processes Sponsored proposals. (DanaBalser)
      2. Create a script (or whatever) to update GBT DDT proposals. (?)
      3. Run a script that sets the public bit for all proposals in the PST that have an allocated time. (StephanWitz)
