    • Science Program. The disposition letters and time have been pushed to the PST; the science program has been posted on the web; and the public bit has been set so they show up in the proposal finder tool (PFT). There was a discussion of Sponsored proposals. There are two main issues. (1) The PHT does not handle Sponsored proposals correctly and we plan to fix this for 16B. (2) It is difficult to get the Sponsored proposal disposition letters completed in time, even with the PHT fixed. The plan is to delay adding the Sponsored proposals into the Science Program until the disposition letters are sent.
    • Student Observing Support. Currently there has only been one SOS proposal submitted, so the plan is to add a reminder in the eNews article. Since the eNews will go out in a couple of weeks, leaving little time to prepare an SOS proposal, we will send out a special eNews letter reminding people of the SOS opportunity.
    • eNews Article. A standard article has been drafted and will be submitted on Friday.

    • CfP.
      • The CfP will be send on 5 January 2016. The text must be finalized by 4 January 2016, 1 pm EST.
      • ALMA will participate as a VLBI station for GMVA (3mm). The plan is to include ALMA in the PST by using the Other textbox. ClaireChandler has drafted some text in the VLBA section of the CfP. We need to add a paragraph in the News & Opportunity section. Also, ALMA 1mm proposals will be handled offline (outside of the PST). In the future this could be added as another telescope (as we did for GMVA).
      • There has been some discussions about the double jeopardy for people who receive an NSF grant but still have to propose for observing time. If it was decided to give users time with NSF grants then NRAO would still need to perform a technical review. How should this be performed? If we needed to flag such proposals we could require specific text in the abstract (which could be searched). It was felt this was premature for 16B.
      • A statement will be provided to address the fact that the new contract to manage NRAO will begin during 16B. We expect no changes in the near term and that users will propose for GBT and VLBA time as usual.
    • PHT Requirements. We discussed the items that BarryClark noted as his priorities plus a few other tickets. RickLively added the PHT-16B label to all tickets up for discussion (see
      • Priorities from BarryClark:
        • 3183 'HSA' does not always appear [A bug that should be fixed.]
        • 2978 '?' information request doesn't work [It was agreed that this would be useful.]
        • 3193 Disposition letter editing [It was agreed this would be useful.]
        • 3191 Fix the allocations for duplicated sessions [Seems reasonable.]
        • 3190 Order diff by proposal ranking [This feature is not used by VLBA but useful for VLA.]
        • 3189 Add new moves (D=>C, C=>B, B=>A) [Need to do.]
        • 3184 Warn that deleting sessions has consequences [Seems inconsistent with 3184 description; maybe it should be another ticket. Both seemed like good things to do.]
        • 3065 Sponsored proposals correctly handled [Yes, all agreed we should fix this one.]
      • Added by DanaBalser:
        • 3202 Add TAC Review CSV File Button [There are three consumers: TAC, director, users. Each requires different info. We currently have csv files for the director and users so we should add one for the TAC meeting. The Director's review csv file does not have the necessary fields.]
      • Suggested by ToneyMinter (already a ticket):
        • 2313 Incorporate DDT proposals [We should investigate how difficult this is to do when we work on 3065. RickLively says the process would be similar.]
