  • CfPs. The call went out as planned; no issues reported.
  • Review Items. We discussed SSA-9307 and the country code. In the proposal cap simulations we used the country name (e.g., Puerto Rico), whereas what is implemented in the NRAO PHT is the three letter country code (e.g, USA). There is a many to one mapping (e.g., the USA territories have differnt country names but the same three letter code). In the GB PHT we think the country name has been implemented (JimSheckard will confirm with ThomasChamberlin). It would be best to use the same method for all CSV files. We need to converge on what we think is best. DanaBalser will ask the Director if Taiwan should be China or if Puerto Rico should be USA. We also discussed how to deal with DDT proposals when the PI has asked us to add their institution. AmyMioduszewski noted that we need to know the PI country soon since this will let her know whether to bother to send this proposal out for review or not. She could look at the PST profile page to check if the PI recently requested a new institution but if so then it is not clear how best to proceed. We need to discuss this with AnandCrossely at the next TTA meeting.
  • Denominator. We discussed what the denominator should be when calculating the fractions for country and total foreign caps. For 26A, we are using total allocated time (or priorities A, B, and C aftert the TAC meeting). We could use available time but would then have to keep track of time in future semesters. We essentially do this now with some uncertainty (especially for the GBT) and would be extra work. We also discussed why the allocated time should be fixed. In principle this changes as DDT proposals are submitted. But if the allocated time changes then a country could go from being below the cap to over the cap which seems undesirable.
