  • 20B
    • SRP Telecons. DanaBalser reported that the telecons were complete and that there were two panels which still have not finalized their reviews. Expectations are that these will be done by tomorrow (Friday) and we can move to the next phase to begin to prepare for the TAC meeting. DanaBalser reported that MarkClaussen said that the large load of the AGN SRP was difficult to manage and took more time than scheduled. We should talk with the AGN SRP chair about her experience at the TAC meeting. AmyMioduszewski reported that several SRP members in the SSP and SFM panels thought the Triggered proposals should be submitted as DDTs. This is not what we recommend. Moreover, there is one proposal review that suggests that the proposal should have been submitted as a DDT and we should remove this comment. AmyMioduszewski will send this proposal ID to DanaBalser, and he will make a note to discuss this issue with the TAC.
    • Regular<->Large Guidelines. DanaBalser summarized a new policy from DaleFrail and KarenONeil on how to deal with changes in a proposal type after submission. For example, a technical review that reveals more time is required pushing the total time over the Regular/Large bounday. This happened with two GBT proposals in 20B. The policy is: We will not change the proposal type but flag this proposal at the TAC meeting. We will give the TAC the following guidelines: If the proposal goes from Large to Regular then there should be no real issues. But if the proposal goes from Regular to Large then if the TAC really likes the proposal, they would simply be limited to only giving it as much time as is allowed in the regular proposal call (e.g., 200 hours over 1 year). If the TAC feels that is not enough hours to accomplish the science, then the proposal is rejected.

    • PST CfP Requirements. LorantSjouwerman organized the discussion by dividing the tickets into several groups. We agreed to do three of the four tickets in the New group with a high priority (see below). We also agreed that we should fix the three bugs in the Important group. This total effort is about 8 days which corresponds to the 2 weeks we are allocated (including discussion and testing). We also had agreed to make SSA-5309 a priority in 20B and so therefore will lobby for an extra 3 days of support for 20B from SSA. We did not discuss in any detail the remaining items and noone at the meeting felt there were any other tickets that were urgent. Some details follow.
      • New (4.5 days for three high priority items)
        • SSA-6231 PST: HSA 4Gbps to GO. We agreed this ticket was High Priority
        • SSA-6232 PST: allowed subarray modes change. RickLively said this was not feasible to implement. The plan is for EmmanuelMomjian to provide information in the CfP for authors to put this info in the technical justification.
        • SSA-6266 Redo Station Selection for GMVA. We agreed this ticket was High Priority
        • SSA-6267 New GBT Large Proposal Constraints. We agreed this ticket was High Priority
      • Important (3.5 days for these three items listed in order of priority)
        • SSA-6235 Switching wideband -> spectral line -> wideband changes rate calc.

  • NASA Town Hall. DanaBalser attended the NASA Town Hall on Dual-Anonymous Peer Review for Astrophysics General Observer / General Investigator Programs. The bottom line is that NASA plans to go to the dual-anonymous peer review for all facilities (except SOFIA) within a year or so. He will forward his notes to the TTA group.

    • X-proposals: DaleFrail gave a status of the X-proposal review. He will soon sumbit the questions from the observatory to TonyBeasley and then sumbit these to the PI.. We are about 1 week late. There probably will not be a face-to-face but either a video conference or just a Q&A exchange if that is deemed sufficient.
