    • PST Status / Review Items.
      • Status: Three 19A proposals have been submitted thus far. There have been 1-2 PST helpdesk tickets and a few Account tickets dealing with password issues. RickLively reported that there are problems with the Simbad/NED source search which times out with no reply. He contacted Strausbourg who said that our application has been deprecated but in principle should still work. The new NRAO Archive is using a new version which does work. RickLively will (1) investigate if we can use the new application; and (2) check the PST logs to see if information is available about how often the Simbad/NED button is used and whether we think this will be a significant issue. ToneyMinter reported that GBO may have new partners in the near future which could impact the amount of open-skies time.
      • Review Items: RickLively reported that he should be able to complete the major Review items on time. We discussed a few tickets:
        • Import/Export Issues. The Export mechanism was producing data for all proposals. Once this was limited to only primary/secondary/tertiary review types the problem with the Import mechanism was fixed.
        • Reverse Score Pop-up: We briefly discussed the functionality of the pop-up. The goal was for this pop-up to either continue to complete the review process or to stop it with the idea that the reviewer could go back and fix any errors. This may be tricky to implement and test, so we agreed that instead an email would automatically be sent to the helpdesk if there were problems. RickLively will investigate if this is feasible.
        • Technical Review Cues: We agree to make all the telescopes have the same behavior vis-a-vis the structure of the technical review cues.
    • SRP Recruitment. MarkClaussen reported that there is one vacancy left in the ISM SRP. He has had a decline an invitation is pending. LewisBall reported that he has found a chair pro tem for the NGA SRP chair who will not be able to attend the face-to-face TAC meeting. DanaBalser will contact the NGA SRP. DanaBalser reported that JessicaUtley has send out the Doodle poll to setup the SRP telecon schedule; she should complete this process by the end of July.
  • VLA Available Time. DanaBalser summarized the discussion over the last two weeks on how requested and available time are calculated in the PHT for the VLA. LewisBall emphasized that the goal is determine the time requested for open-skies time for a given semester/configuration, regardless on when the time was requested, and to determine the available time for a given semester/configuration for open-skies time. We discussed the following points (AmyMioduszewski will draft these into JIRA ticket SSA-4907):
    1. We should change the label "Reserved" in the summary below the pressure plot in the PHT to "Precommitted"; it is the sum of the times of the sessions with the precommitted bit set.
    2. We should add a line called "Requested" in the summary below the pressure plot in the PHT. The is the total requested time which differs from the sum of approved, filler, and rejected time (A+B+C+N) since we sometime modify the requested sessions.
    3. For precommitted ANY configuration time, we should add a "Number of Semesters" or "Number of Configurations" field.
    4. We should distinguish between precommitted which is approved for observing and prerequested which includes rejected time by adding a line in the pressure plots.
    5. We should follow the procedure used in 18B of creating a new PHT version that moves the ANY configuration time to a specific configuration for the purposes of calculating metrics.
    6. Precommitted time from a proposal that is completely rejected is not included in the metrics listed below the pressure plot in the PHT, but it should be included.
    7. It was not clear if any of these issues explains the increase in the observed precommitted time starting in 16A/16B. This is the difference between the two solid red lines in the plot shown here: https://blogs.nrao.edu/nraometrics/2018/06/27/quality-assurance-estimated-vla-observing-time/.
  • AOB
    • GBT DDT: ToneyMinter will update the flag in the PST that indicates those DDT proposals that have approved for time so AnandCrossley can add this to his metrics report.
    • External Proposal Storage: MarkClaussen reported that there has not been any action since our last discussion.
    • Astro2020: ToneyMinter noted that we should be aware that any recruitment in the next few years will be difficult given the extra work of our community toward the Astro2020 report.
