Science. DanaBalser reported that the SRPs declared their conflicts and the chairs assigned reviewers in a timely manner. There are a sufficient number of reviewers for Regular and Large proposals. One SRP requested an additional reviewer from another SRP for a Large proposal. We will do this offline.
Technical. MarkClaussen reported no issues for the VLA/VLBA.
SRP Meetings. DanaBalser reported that the SRP schedule is set. The two presentations (guidelines and gender) have been completed. Be aware of the updated memo on Gender equity. TrishHenning noted that we should have the updated memo public before the first SRP meeting in March.
PST/PHT Ticket Status. During the last meeting we discussed several issues with the PST and agreed to create a handful of JIRA tickets which should have priority over the 21B PHT review tickets. RickLively said he would start to look at these in a few weeks. MarkClaussen reported that he still needs to create two tickets.
Conflicts of Interest. In the past few years we have informally relaxed some of the conflicts of interest for Individual science and technical reviewers. DanaBalser suggested we make these formal by editing the guidelines. Science: relax conflict of interest (4) for proposals with big teams if there is only a soft conflict. Technical: remove conflict of interest (4) and (5). DanaBalser will propose text and send this to the TTA Group for comment.
Sponsored Proposals. We discussed whether or not it would be useful to summarize the agreements of Sponsored proposals in one place. In particular, if the Sponsor agrees to make the meta data public, the data public, and the proprietary period. We agreed as a start to collect all of the MOUs and put them in one place. Please send all MOUs to AnandCrossley and he will find a location.
GST Calculator. EmmanuelMomjian summarized the main issue: the GST correctly calculates the central time but the span is set by the session length and does not consider sources that are below the horion. Several proposals were suggested: using SCHED instead of the PST GST calculator; adding a popup message warning the user; pointing users to SCHED as an alternative; etc. Since the issues in the GST calculator are not as critical for VLBA scheduling we agreed to adding documentation. EmmanuelMomjian will craft text for inline documentation on the Session page and text to the technical justification text box cue. RickLively will give him a deadline for 22A CfP.
