    • Text from UC Report: "Most of the time allocation process was fairly routine. The committee had asked in the past for a breakdown not just of oversubscription by proposal number, but also by time requested. It appeared that the data had not been collected in a consistent manner for these two ways of looking at the oversubscription. In particular, the committee was curious about why the GBT oversubscription oscillated strongly in hours, but not in proposal number. Regardless of the metric, oversubscription rates appear to be somewhat higher to much higher than on NOAO facilities."

    • VLBA in Active Triggered/Large Pages. MarkClaussen reported that he has included the recent VLBA proposals (e.g., 20B) to these pages and is working on adding proposals from previous semesters.

    • User Helpdesk Tickets. LorantSjouwerman reported that we received a few PST tickets so far (mostly for the GBT and VLBA). No bugs but the typical technical questions. AnandCrossley reported that we have not had too many acccount tickets (fewer than usual) and he is caught up with these.
    • Release Proposals for Review. DanaBalser summarized the situation. We seek to release proposals for review earlier than planned (5 August 2020, if possible) to accommodate the EGS SRP chair. DanaBalser and RickLively investigated whether we could assign the technical reviewers, usually the bottleneck, after moving the PST to the "Accepting Reviews" stage. Tests on webtest revealed that we need to assign all science and technical reviewers before we can move to this stage. We discussed whether or not we could assign these to a single reviewer and then change them afterwards. The tests on webtest were inconclusive; since we rolled back to a previous semester (20B) the behavior was confusing. MarkClaussen was pretty confident that he has changed technical reviewer assignments once in the "Accepting Reviews" stage, but RickLively noted that he sometimes has to cleanup the database. We clearly to not want to have to do this for many proposals. We agreed to the following plan: DanaBalser, AmyMioduszewski, and BarryClark will do all of the science category vetting to give MarkClaussen time to assign technical reviewers. The goal will be to complete the technical reviewer assigments by 5 August 2020. If we are not able to to this by 5 August 2020, then we will reassess whether or not to move forward to the "Accepting Reviews" stage. Also, RickLively will run a script to copy the science and technical reviewers listed from 20B to 21A on webtest. These will be inspected by MarkClaussen and ToneyMinter; if okay, RickLively will run the script on production.
    • PST Review Tickets Status. LorantSjouwerman reported no action yet on these tickets. RickLively said that he hopes to start work on these tickets soon and ideally can release some of these for testing next week. He also reported a bug: when clicking the review link for a VLA proposal an error is returned. This appears to be related to the addition of a sub-arrays textbox on the Technical Justification page. He will work to fix this problem.
    • SRP Recruitment. MarkClaussen reported only one vacancy remains in PCO. AmyMioduszewski said that she is only recruiting for one semester. This vacancy was created since one PCO SRP member could not review propsoasl in 21A (and may not be available for 21B depending on the COVID-19 status). She has had several rejections thus far and will try to recruit from within NRAO.
  • User Committee Report. DaleFrail and ToneyMinter were unable to attend so we will move this item to next week.
