TTA Tools Status. JeffKern summarized the status of TTAT.
Technology: The team has setup a nice test environment with independent development, testing, and production areas. They have chosen Postgres as the back-end and initially PostREST to handle the business logic. The latter did not work well and so they have moved to Angular. The goal is to separate the GUI from the business logic.
Tool Development: Initially we started with a high-level, shallow pass through the system, called the logical design, so the team could understand the whole system before getting into the details. But this was not working well---too shallow. So we have changed gears and have chosen one use case (VLA continuum) to go through the whole system with a bit more depth.
Capability:DanaBalser and I have been working on how to define capabilities: what questions to ask the users and decision to make. We should be ready for input from the TTA Group by the end of the summer.
New TTA Member:AllisonCosta will start next week on TTAT and TTA related items.
Questions:
LorantSjouwerman asked about the timeline. Below is the current schedule (calendar years) but there is some risk. We should know more about the risk in the next couple of months.
Q3 2021: finish logical design.
Q4 2023: produce a minimum viable product.
Q4 2021: produce proposal info.
Q2 2022: produce panel review (dual anonymous).
Q2 2023: produce observing specification.
Q3 2024: project completion.
MarkClaussen asked about the involvement of the TTA group. Some concern about VLBA. Hopefully the TTA group will be engaged by Q3 2021. The focus now is on the VLA use case but we will add the other facilities.
LorantSjouwerman asked if the ECT and GOST functionality will be included. Yes.
LorantSjouwerman and MarkClaussen question the timeline and the ability to secure time from the necessary individuals. This is, in part, why AllisonCosta was hired. Also, we will try to be very focused with these resources.
We agreed that JeffKern will give updates on TTAT progress to the TTA group every 1-2 months depending on how things evolve.

Conflict of Interest. We discussed proposed changes to the conflict of interest policy. Some concerns: (1) this is just one example and does not seem necessary; and (2) this may give instrument groups an unfair advantage compared to other groups (e.g., specialized science areas). This needs to be decided by the SSR AD.
Archive Status. RickLively reported that the UPS problems are still impacting both archives. The last attempt was unsuccessful. He will let the TTA group know when the problem is resolved.

PST. LorantSjouwerman reported no software issues. Mostly explanatory issues. MarkClaussen noted reports of problems with confusion limit warnings in the ECT. This may be hard to reproduce.
Account. AnandCrossley reported the normal rate of password resets and institution requests. He is a little behind on the institutional requests but will get caught up soon.
PST Technical Debt. Not discussed.
SRP Recruitment. MarkClaussen briefly reported that the recruitment is done.
