TAC Report. The NRAO and GBO TAC reports have been published.
Disposition Letters. The VLA, VLBA, and GBT disposition emails have been sent. DanaBalser reported two issues: (1) GBT MUSTANG proposals did not fair as well with only one that recevied a priority A; and (2) some confusion about using HST in snapshot mode. DanaBalser will contact HST to clarify the technical comments and confirm if the HST can be used in snaphot mode for the Joint program. ToneyMinter reported that one GBT proposal that recevied part of the requested time was being discussed.
Transfer Disposition Letters. AmyMioduszewski and MarkClaussen will transfer the disposition letters to the PST for the VLA and VLBA, respectively. RickLively will transfer the GBT disposition letters. AnandCrossley noted that we need the GBT time for each scheduling priority in the PST as well. There is a NRAO/GBO JIRA ticket for this issue. RickLively will discuss this with PaulMarganian so they are on the same page.
Set Public Bit. RickLively will set the public bit when the disposition letters and time have been imported into the PST.
Update Active Triggered/Large. AmyMioduszewski will make sure these are updated.
Timeline. We agreed to push back the time when technical reviews need to be completed to 27 February 2020. The science reviews are due on 29 February 2020, which does not leave enough time to check the technical reviews, but in practice we will not release these to the SRPs until 02 March 2020.
CfP. A reminder that the CfP is 02 January 2020 and the deadline for the NRAO CfP text to be finalized is 16 December 2019. We need to include text about X-propsoals (e.g., pressure plots, 50% rule, and the change in policy to allow > 1000 hr for Large). LorantSjouwerman will send DanaBalser the link to the page that constrains Large proposals to < 1000 hr.
PST CfP Items. RickLively reported that he is about half way through the list to tickets and on schedule. LorantSjouwerman asked about the status of Arecibo for 4 Gbs recording in the HSA. Currently 4 Gbs is shared risk and we have a popup that says Ar is not available. MarkClaussen reported that Arecibo has Mark VI but have not tested the new maser. Shared risk for Socorro has traditionally implied that we have commissioned the resource but that it may not be well tested yet. RickLivley needs to know by next Friday (22 November 2020) to be able to update the PST. We therefore agreed to include Ar for 4 Gbs in the 20A CfP if this mode can be commissioned by 22 November 2020.
X-Proposals:DaleFrail summarized the status of the X-proposal review. One main issue is how this effects the 20B review process. We really need the X-Proposal results before the 20A TAC meeting (late April 2020).
