TAC Postmortem. We discussed the following issues there were brought up by the TAC.
Frequency Dependent Large Proposal Threshold. LorantSjouwerman thought this was a good idea for the VLA.
Allocating Time in Future Semesters. Most felt that the TAC was not flexible enough. AmyMioduszewski noted that we encourage users to propose for multiple configurations to reproduce the hybrid configurations. BarryClark noted that if they do not get time in the future semester that we are wasting telescope time. The decision should depend on how much time is being requested in the future semester. MarkClaussen suggested that observatory staff could help make these decisions, at least in regards to the scheduling part. BryanButler suggested we could put this in the technical review.
Feedback on Splitting ETP into GWT/PCO. Seemed to work well.
SRP Telecon Procedures. The TAC discussed two procedures that worked well: polling reviewers on their ability to review a given proposal, and strongly encouraging the panel to draft consensus comments before the telecon. DanaBalser will modify the TAC guidelines.
HSA with Y27. The TAC had some concern that these HSA proposal would push out higher ranked VLA-only proposals. MarkClaussen noted that this is more complicated since our TAC does not have the final say and it is good to have flexibility. We questioned how much time is requested in HSA/Y27. Maybe this is not an issue. MarkClaussen will estimate the HSA/Y27 time over the past five years.
Directors' Review
GBT Info. ToneyMinter reported that he has not made any progress; dealing with Sponsored time issues.
VLBA Info. MarkClaussen reported that he is close; maybe the end of the day.
VLA Info. AmyMioduszewski reported that this is done; DanaBalser will send pressure plot to confirm.
Metrics. AnandCrossley reported that he will have the three items soon. We briefly discussed the historical metrics. AnandCrossley and DanaBalser have been working to check past data and made some corrections. We also discussed the PHT metrics improvements (SSA-4976). We found an issues testing with semester 18A but this was tracked down to the fact that the pre-committed time has to be imported after the software update. RickLively will test this on webtest.
P-band polarization goes from RSRO to shared risk.
32 sub-band per 8-bit baseband from shared risk to general observing.
Changes in technical justification page on data rates (25-60 MBs need justification).
Misc. The remaining tickets are here: https://open-jira.nrao.edu/issues/?filter=11670. We agreed that folks would review these tickets and identify any that should have high priority and to send them to DanaBalser. BryanButler noted one possible addition: a modification to the VLA technical justification to deal with requested for future semesters. RickLively noted that the only concern is the ticket to update the allowed GBT VEGAS pulsar modes.
