Misc. problems with validation and printing

3. Requirements
- A few VLA/VLBA proposals for 08C were submitted without a Scientific Category being selected (eg, proposal AM963). A blank Scientific Category should cause the proposal to fail its validation.
- Each printed proposal is showing a creation date, not a submission date, on its cover page 1. I think we should show the submission date. In fact, the "submitted_date" in the database appears to be a creation date, or something of the sort, rather than the actual submitted_date.
- Proposal AS964 was successfully submitted despite containing physically impossible VLA sessions. Specifically, different VLA configurations were allowed within one session. Such a session is physically impossible and the PST should refuse to make it.
- I notice that we are still getting duplicate display positions for authors. For instance VLA/08C-213 has author display positions 1, 3, 4, 6, and 6.
- We had several 'regular' proposals submitted in 08C whose time request exceeded 200 hours. Since 200 hours is the boundary for Large proposals should the PST not refuse to submit it as a regular proposal? We need to make sure all submitted as "regular" are under the threshold, and "large" are over.
- Separate Profiles from Administration.
- GBT Rapid Response Proposal IDs not being generated for correct cycle.

Technical lead should provide a brief description of how this will be implemented in the code.
