1. Introduction

Allow "view" access to the Author and Organization list for all Astronomers

2. Background

The main problem is to avoid duplicate requests for registrations of Authors. Another problem Ashish noticed was for new institution requests. Some of the institution names entered in the NRAO database did not match what the author had in mind so they send institution requests. For example, the Goddard Space Flight Center of NASA has various collaborations, like with John Hopkins University. All the scientists there use the convention on NASA/GSFC/JHU because NASA defines this unit in that format. The NRAO database did have the Goddard Space Flight Center but was listed as GSFC and the scientists involved could not find this institution and kept sending requests for new institution.

3. Requirements

• 1 All Astronomers currently have access to the list authors and organizations. During a search, if they type "a", or "e" the system returns majority of the authors and organizations.
• 2 Instead of having this secret way of viewing a list of Authors and Organizations, we can provide proper screens where everybody can view the relevant author and organization information. Inform the team if there are mistakes and suggest corrections.
• 3 Also, in the list of Authors we can embed a functionality to "Add Author to Proposal" so one doesn't have to go back to the Proposal screen to add the author which they are searching for a particular author.

4. Design

The Author list and Organization list would appear has sub-tabs under Proposal Tab. Every proposer will have view-only access to these pages and looked at "certain relevant" details of Authors or Organizations.
