Split User Database from PST Database

NRAO Interactive Services Modification Request 3 T3 2009

1. Introduction

Currently, all users information and proposals information is stored in the same physical database. The purpose of this MR is to describe the task of splitting the user database portion away from the PST portion so that the users portion can eventually be brought in-house and managed separately from the PST. The motivation for this switch is that four applications are now using the user database and its associated web services, and so it is important to work on permanently staffing a 24/7 role that can respond to critical needs more quickly.
