From our experience in GB I would recommend having a 30 minute window which seems to cover most eventualities. That is announce 17:00 ET as the deadline but do not start the new numbering scheme until at least 17:30 ET.

I thought that after the last proposal deadline we had decided to roll over from one proposal cycle to the next at 5 or 10 mins past the hour, to accommodate people who had problems at the last minute and so that we didn't have to re-number proposals. What happened to that?
