VLA/GBT/VLBA Resource Changes

- EVLA
- No changes (WIDAR in October 2009).
- VLBA
- GBT
- Add in all high frequency receivers.
- Possible changes with Mustang, GUPPI, and Zpectrometer. DanaBalser will look into this. Only one change:
- For MUSTANG, change the text: "20 GHz bandwidth" to "18 GHz bandwidth".
- Remove BCPM and CGSR2 from the backend menu.
- New sensitivity calculator. RonMaddalena will know by mid-June (probably for October 2009 release). This will be released for the October 2009 deadline at the earliest.
4. Design
Technical lead should provide a brief description of how this will be implemented in the code.
