Replace Autoflag in Flagdata with ALMA Pipeline Flagger

1. Introduction
The autoflag option in flagdata is ineffective and should be removed. The ALMA pipeline has developed a much more robust autoflager, and that should be implemented in casapy.

An intelligent autoflag that can flag obviously bad data from the u-v data set will be an important tool for EVLA and ALMA processing, especially for pipeline processing.
4. Design
Import the ALMA pipeline rendition of the autoflager. I don't know the details, but was developed by John Lightfoot and I have used it successfully. I don't know if it was developed in c++ or in python. I would suggest invited John to Socorro to implement the software. It should probably be in its own task, rather than part of flagdata.
