You can do this by using the NetInfo command line utility. To add a user (whose user id is $USER) do: 
    bash$ nicl / -merge /groups/admin users $USER
to remove a user (whose user id is $USER) do: 
    bash$ nicl / -delete /groups/admin users $USER
