The tftp-server package is not installed on the SWCs. On the two servers, the service file is located in /etc/systemd/system/tftp.service and this starts the service in secure mode with a root of /opt/services/tftpboot. The approach in the STIG rule is apparently for RHEL versions prior to 7.6.
