Summary of changes:
* Added two new algorithms for computation of product-to-CBE address (NIC) mapping. "by_board" constrains all products from a baseline board to be mapped to a single CBE address. "by_pairs" constrains all products from a pair of baseline boards to be mapped to a single CBE address. Note that both algorithms are implemented, but the selection is hard-coded (currently set to "by_pairs"). Also note that neither of these two, new algorithms provides a general solution, and thus either may fail (depending upon configuration of baseline boards). --
