I deployed TelCal 1.5.0 to test and production on Friday.

Initial Focus Code.
Refactored creation of ReadRandom in TelCal so we can share one instance rather than creating two.
Updated Weather object and pull from the Weather Table in the SDM to use the invalid data flags from the Weather Table.
Removed trig functions from ptgsol.
Updated evla-commons dependency to 1.5.1-SNAPSHOT.
Added code to send alerts for no focus and delay solutions. (Actual sending of the alerts is still commented out until testing is complete.)
Changed reference antenna to be ea24 unless it is not there, in which case just use the first antenna in the list.
